In 2008, the Heldrich Center produced a research brief examining state Rapid Response practices designed to coordinate a wide mix of services to dislocated workers. The brief summarized efforts of several states cited by national experts as having promising practices regarding the organization, service delivery, and evaluation of Rapid Response activities. It highlighted states that combine post-layoff activities with strong proactive layoff aversion and worker transition strategies. The final report was entitled, Coping with Layoffs: Current State Strategies for Better Rapid Response.
