New Jersey TDI/FLI/Paid ESL Study

The Heldrich Center was contracted by the New Jersey Department of Labor and Workforce Development to conduct a study about New Jersey workers’ awareness of Temporary Disability Insurance (TDI) and Family Leave Insurance (FLI) policies and of the paid Earned Sick Leave (ESL) policy in New Jersey. The purpose of the study was to identify the extent to which New Jersey residents are aware of the state’s TDI and FLI programs and ESL policies and the extent to which they are being used. In addition, the study sought to understand workers’ challenges to accessing New Jersey’s paid leave policies and how the state can improve implementation and awareness efforts to expand actionable awareness of TDI/FLI and ESL rights. The Heldrich Center partnered with the Eagleton Institute of Politics at Rutgers University to conduct a survey of New Jersey workers to measure awareness about TDI/FLI and ESL. In addition, the Heldrich Center conducted a series of structured interviews with New Jersey workers and representatives of New Jersey worker advocacy groups to measure awareness of paid ESL, to document their experiences with using it, and to collect recommendations on how the New Jersey Department of Labor and Workforce Development can target its outreach activities on paid ESL to reach the workers who are most likely to need better information. The study resulted in a report summarizing the results of the survey and the structured interviews that was submitted to the New Jersey Department of Labor and Workforce Development.
