Federal Workforce Data Quality Initiative (WDQI) – Phase I (2012-2014)

For the period 2012-2014, the New Jersey Department of Labor and Workforce Development (NJLWD) received a grant from the U.S. Department of Labor under the Workforce Data Quality Initiative (federal WDQI) to expand the Workforce Longitudinal Data System (WLDS). To support NJLWD and the State of New Jersey’s efforts, the Heldrich Center worked with NJLWD to obtain state administrative data files for WLDS and to manage the data in WLDS to support data analyses. The Heldrich Center used the data in WLDS to calculate performance metrics for NJLWD workforce programs, to evaluate NJLWD workforce programs, for predictive modeling to identify which workforce services are most effective for which clients, and to calculate the post-graduate labor market outcomes of students from many of New Jersey’s two- and four-year higher education institutions. The following state administrative data currently were included in the expanded WLDS under WDQI Phase 1: From NJLWD: (New Jersey Unemployment Insurance Wage Record and America’s One-Stop Operating System, including Workforce Innovation and Opportunity Act (formerly WIA Title I and Title II), Wagner-Peyser, Trade Adjustment Assistance Act, and other workforce programs.
