The Heldrich Center conducted an evaluation of a federally funded Workforce Innovations Grant awarded to the Newark Workforce Investment Board to enhance accountability and performance management in its workforce system in order to improve employment outcomes for Newark job seekers. The center, for the period 2012 to 2016, conducted a process evaluation of the implementation of project services, as well as an outcomes analysis, which focused on the pay-for-performance system for Newark One-Stop Career Center managers.
