Enhanced Wage Records Feasibility Study

Through a contract with the New Jersey Department of Labor and Workforce Development, the Heldrich Center investigated the viability of implementing enhanced wage records requirements from employers in New Jersey. The current goal of the Unemployment Insurance (UI) wage data collection from industry is to administer the UI program and monitor funding into the UI trust fund. The Heldrich Center conducted a study to examine whether additional data could be collected to monitor wage-related outcomes both within the Workforce Innovation and Opportunity Act and in other programs related to the Higher Education Opportunity Act and the Elementary and Secondary Education Act. The Heldrich Center conducted expert interviews to identify the data elements that could be collected as well as focus groups with industry representatives and researchers to obtain feedback on the initial and long-term costs of implementing a change to the state’s data collection and on the benefit that could be derived from the collection of additional data.
