Comprehensive Climate Action Plan Workforce Planning Analysis Status Update

October 2026

The Heldrich Center, working with the New Jersey Department of Environmental Protection (NJDEP), is conducting a study to complete a workforce planning analysis status update for NJDEP’s Comprehensive Climate Action Plan (CCAP) project. This workforce planning analysis will assess New Jersey’s progress in developing the occupations needed to support implementation of CCAP since its 2025 submission. Building on existing workforce analyses, literature, and state agency reports, this study incorporates interviews with key state agency staff to document workforce development activities, implementation progress, perceived gaps, and emerging priorities. Data collection and analysis is focusing on understanding the workforce development strategies currently pursued by state agencies, the remaining challenges and gaps, and areas for future development. Using a solutions-oriented framework, this study is evaluating progress to date and identifying promising programs, initiatives, partnerships, and strategies that will help address the remaining challenges and gaps in efforts to overcome workforce development barriers related to the occupations needed to support CCAP.
