This project is funded by a two-year grant from the U.S. Department of Health and Human Services, Administration for Children and Families. The project is a mixed-methods analysis of the Health Profession Opportunity Grants program, a job training program for low-income individuals who receive or are eligible to receive public cash assistance. The Health Profession Opportunity Grants program was implemented through a randomized, controlled trial design and thus the available secondary data from the federal government hold great potential for understanding program impact. The project examines the assumption that, particularly for low-income individuals, career training can be a life-changing opportunity to attain a postsecondary credential and a pathway to more reliable employment and higher earnings over their careers. The Heldrich Center has begun both a quantitative analysis of longitudinal survey data and a qualitative thematic analysis of interviews focused on job quality.
