In 2008, the Heldrich Center worked with the State of New York to conduct a study of states that have been identified as high performing and innovative with regard to providing Rapid Response services. The research focused on identifying states with best or promising practices in the area of Rapid Response and business retention services, describing how these services are provided, who provides them and how outcomes are tracked, identifying critical success factors in these practices, and identifying key challenges experienced by the states in the design and implementation of these practices. In the final report, the Heldrich Center offered recommendations to improve New York State’s Rapid Response services.
