She is responsible for the center's work on secondary career and technical education, education and career awareness, sectoral labor market analysis, healthcare sector employment, and the public workforce development system.  Harrington is also responsible for developing and managing the center's postsecondary career education and information initiatives and sector-based labor market analyses, including healthcare, childcare, and climate-related initiatives. She has extensive knowledge of workforce development policy, sectoral demand analysis, qualitative program and policy evaluation, work-based welfare policies, school-to-work, disability employment, and the public workforce development and education systems. In addition, Harrington oversees the center’s evaluations of public workforce programs. These programs included an ongoing summer program for high school students in Newark, New Jersey; a grant program that provided funding to a wide variety of youth education and development programs in New Jersey; and a national grant program that funded multi-cultural awareness programs for high school students. Working closely with the foundation’s staff, the Heldrich Center developed a common evaluation framework and strategy to provide the foundation with information that it needed to make informed decisions about its grant programs and individual grantees. The strategy included pre- and post-participation surveys for youth, interviews with program staff and stakeholders, and in-depth site visits to selected programs. The EmployMe! program provided training to individuals with disabilities to help them obtain information technology jobs. The center’s evaluation featured a quasi-experimental design that compared the employment outcomes of participants with those of similar individuals who did not participate in the program. The evaluation included both a process evaluation (including structured interviews with stakeholders and program staff and focus groups and questionnaires with participants) and an outcome evaluation. The center used individual-level state administrative Unemployment Insurance wage records and data on basic skill levels to evaluate the effectiveness of the program in preparing students for careers in construction. These outcomes were compared to the experiences of similar group of dislocated workers who did not receive training. The research team employed a diverse array of methodologies, including site visits to study school districts, analysis of program data, telephone surveys of parents, and surveys of district and school personnel, to determine how well the programs have improved parental involvement as well as how the programs might be strengthened.
