The John J. Heldrich Center managed the New Start Career Network from 2015 through 2022, which provided free assistance to more than 6,000 long-term unemployed New Jersey job seekers over the age of 45. This privately funded program offered free access to digital job search tools, webinars, employer engagement, job fairs, and virtual career coaching.

Additionally, from 2020 through 2023, the Heldrich Center partnered with the New Jersey Department of Labor and Workforce Development and New Jersey Office of Innovation to host the New Jersey Career Network (NJCN) Job Seeker Community, which served to improve virtual career assistance services for job seekers in the state of New Jersey. The NJCN Job Seeker Community was a free online resource hub which offered materials to support the job search for people searching for work in the state of New Jersey. Aside from having access to free resource materials, this virtual hub also allowed job seekers to connect with other people who were looking for jobs as well as with NJCN’s volunteer coaching network. The NJCN Job Seeker Community was staffed by Heldrich Center staff as well a dedicated group of volunteer career coaches who generously offered their time, support, listening ears, and much more, to Community members.

While both of these projects have sunsetted, respective community members continue to remain active through a volunteer-managed LinkedIn group.*

Since 2022, the Heldrich Center has explored workers’ perceptions of and experiences with racial and ethnic discrimination at work and opinions of diversity, equity, and inclusion policies and practices. The study included a survey using a comprehensive, national probability-based sample of 3,277 full- and part-time U.S. workers and 20 in-depth, one-on-one interviews with workers to explore the nuances of the issues raised in the survey. This policy brief summarizes two approaches in which the project findings may be used by policymakers, researchers, employers, and workers for their own research needs:

Using the semi-structured interview protocols and selected findings to provide context to survey questions and inform future research efforts.
Using the study’s quantitative survey data, archived for public use, to encourage further substantive and methodological research.

Additional Heldrich Center survey data dating back to 1998 are also available for public use.

The Heldrich Center, in partnership with the Built Environment and Green Building Group at the Center for Urban Policy Research, recently conducted a study to better understand and document community needs and areas for growth in training, recruiting, hiring, and retaining students, trainees, and workers from diverse backgrounds for the state’s energy-efficiency workforce; and to produce strategies for improving workforce development infrastructure for stakeholders to consider. This report details the findings from this study, including 12 strategies for stakeholders to implement based on eight findings supported by evidence from labor market and job posting analyses, a survey, and interviews.

Also examines the pipeline of available teachers who could potentially fill vacant positions in schools throughout New Jersey. In October 2019, the New Jersey Department of Labor and Workforce Development asked the Heldrich Center for Workforce Development to conduct a study on these paid leave policies in New Jersey. The Heldrich Center partnered with the Rutgers School of Management and Labor Relations’ Center for Women and Work to support data collection and analysis. This study was designed to provide information to inform the implementation, outreach, and consumer/industry education for these three programs. The study was conducted in two phases: interviews with workers and advocates on earned sick leave, and repeated public opinion polling on all three programs. This report presents findings and recommendations from 29 interviews with workers and advocates and focused solely on New Jersey’s newly expanded paid earned sick leave law.

Presents the final results from the second phase of a study focusing on the public’s awareness of and opinions toward using New Jersey's Family Leave Insurance (FLI) program and Earned Sick Leave (ESL) law. It is based on a statewide survey of New Jersey workers asking questions about New Jersey’s FLI program and ESL law in Fall 2020, Spring 2021, Fall 2021, and Summer 2022. The study period overlapped the onset of the COVID-19 pandemic, a policy-relevant time for understanding and using FLI and ESL in New Jersey. The findings have important implications for the New Jersey Department of Labor and Workforce Development to target its outreach plan to educate workers about the use of FLI and ESL.
