New Jersey has ensured stakeholders from all areas of the state a seat at the table for the P-20W State Longitudinal Data System through a strong executive body composed of partner agencies and an active data steward committee that provides key insights into specific data elements. Externally, an advisory committee with partners from all longitudinal data systems in the state reduces duplication of efforts and improves collaboration. This presentation offered an overview of the New Jersey Education to Earnings Data System, its data sources and initiatives, and its internal and external governance structure. It also examined the system's benefits and challenges.

In 2008, the Heldrich Center calculated employment outcomes for individuals in credit-granting programs at New Jersey’s 19 community colleges for the period from 2002 through 2006 using two administrative datasets. This project provided, for the first time, comprehensive information on the employment experiences of both community college graduates as well as the outcomes of those students who attend the colleges — and earn credits — but exit before earning a degree. The Heldrich Center calculated the employment rates of all community college programs for the eighth quarter after student exit, average earnings after exit from college, and retention in employment. For adult students, the Heldrich Center also calculated changes in earnings from before enrollment in the colleges and after exit.

For the period 2012-2014, the New Jersey Department of Labor and Workforce Development (NJLWD) received a grant from the U.S. Department of Labor under the Workforce Data Quality Initiative (federal WDQI) to expand the Workforce Longitudinal Data System (WLDS). To support NJLWD and the State of New Jersey's efforts, the Heldrich Center worked with NJLWD to obtain state administrative data files for WLDS and to manage the data in WLDS to support data analyses. The Heldrich Center used the data in WLDS to calculate performance metrics for NJLWD workforce programs, to evaluate NJLWD workforce programs, for predictive modeling to identify which workforce services are most effective for which clients, and to calculate the post-graduate labor market outcomes of students from many of New Jersey’s two- and four-year higher education institutions. The following state administrative data currently were included in the expanded WLDS under WDQI Phase 1: From NJLWD: (New Jersey Unemployment Insurance Wage Record and America’s One-Stop Operating System, including Workforce Innovation and Opportunity Act (formerly WIA Title I and Title II), Wagner-Peyser, Trade Adjustment Assistance Act, and other workforce programs. From the New Jersey Office of the Secretary Higher Education: (Student Unit Record NJ SURE enrollment data; Student Unit Record NJ SURE completion data).

For over a decade, the New Jersey Department of Labor and Workforce Development (NJLWD) has contracted with the Heldrich Center to maintain the Workforce Longitudinal Data System (WLDS), which, in 2017, was expanded and renamed the New Jersey Education to Earning Data System. In 2014, NJLWD was awarded a second grant from the U.S. Department of Labor under the Workforce Data Quality Initiative (federal WDQI) to support further research and analysis of data maintained in NJLWD’s WLDS. During the period 2015-2018 (the federal grant concludes June 30, 2018), the Heldrich Center has been working with NJLWD, in partnership with the NJEEDS initiative, to expand data in NJEEDS from a variety of NJLWD data systems, including adding Unemployment Insurance claims data, LACES, and AWARE, and to conduct research and performance reporting projects.

The Heldrich Center used the WLDS/NJEEDS data to calculate consumer scorecards for students entering postsecondary education, calculate customer profiles of individuals served by various workforce programs serving disadvantaged populations, and worked with NJLWD and the New Jersey State Employment and Training Commission to develop performance metrics dashboards for various programs and populations. Building on work from the first phase of WDQI, Heldrich Center researchers completed six additional tasks during this grant period. These tasks included plans to better use the data systems to enhance program evaluation and support to job seekers. It also included an analysis of the Statistical Adjustment Model to establish and negotiate performance goals, a study on how to enhance the New Jersey Worker Profile and Reemployment Services for Unemployment Insurance claimants and how to extend the model to other populations such as One-Stop participants, a report on the performance metrics and data collection recommendations for non-One-Stop providers, a study on "light touch" targeted messaging to Unemployment Insurance claimants with a proposed research design, and a retrospective narrative on the experience, successes, and lessons learned from the New Jersey WDQI initiative.

In 2015, the State of New Jersey engaged the Heldrich Center to provide data consultation and project management assistance in managing the grant responsibilities and activities of New Jersey’s federally funded P-20W State Longitudinal Data Systems (SLDS) project. In 2012, the State of New Jersey was awarded a grant from the U.S. Department of Education to strengthen its collaborative efforts by linking various education and workforce data to form a more seamless view of the state’s P-20W landscape. Federal resources were used to establish an advisory council, expand the existing New Jersey Department of Labor and Workforce Development Workforce Longitudinal Data System (WLDS) into a P-20W State Longitudinal Data System (now known as the New Jersey Statewide Data System, or NJSDS) to house new workforce and post-secondary data administrative data as well as K-12 data, create policies to govern a shared data resource for the benefit of state government, link the various state administrative datasets using data from the New Jersey Motor Vehicle Commission, conduct public events on the data system, develop a public-facing NJSDS website, and begin the process of conducting research using the data in the new data system. In 2017, Rutgers University/Heldrich Center signed a five- to eight-year data sharing agreement with the New Jersey Department of Labor and Workforce Development, New Jersey Office of the Secretary of Higher Education, New Jersey Department of Education, and New Jersey Higher Education Student Assistance Authority.
