In 2007, the Heldrich Center assisted the New Jersey Governor’s Office of Economic Growth to develop version 2.0 of the state’s Economic Growth Strategy. In 2006, the Heldrich Center played a primary role in the development of the first version of the strategy. In 2007, the Heldrich Center assisted in the development of the state’s strategies for urban economic development, global trade and investment, and workforce development. To inform the development of the strategies, the Heldrich Center conducted interviews with key stakeholders, reviewed promising and innovative strategies being used by other states, and analyzed available data. Heldrich Center staff worked closely with staff of the Governor’s Office of Economic Growth throughout the process to develop a draft strategy.

From 2007 to 2008, the Heldrich Center worked with Union County, New Jersey government and the Union County Workforce Investment Board to produce a profile of the economic landscape of Union County based on an analysis of currently available data and interviews with key stakeholders. The Heldrich Center identified key trends in the local economy and key industries that drive the local and regional economy. The Heldrich Center also profiled the characteristics of the county workforce and identified the county's key education and training resources. The project resulted in a PowerPoint deck with text, charts, graphs, and maps in 2008. As a follow-up to the initial analysis, the Heldrich Center completed an updated analysis for the 2006-2012 period, profiled promising practices in involving workforce agencies in sector strategies, and made detailed recommendations about how the county can align its workforce efforts with economic development goals at the local and state levels.

The Heldrich Center identified key trends in the regional economy and key industries that drive the region’s economy. The Heldrich Center also profiled the characteristics of the regional workforce and identified the region’s key education and training resources.

From 2007 to 2008, the Heldrich Center again worked with the Meadowlands region to perform research and analysis that supported the New Jersey Meadowlands Commission and the Meadowlands Regional Chamber in their efforts to develop economic growth strategies for the region. The Heldrich Center identified an economic profile for the region and provided research on trends affecting key industry sectors. The Heldrich Center analyzed existing employment and training data, conducted interviews and focus groups with employers, and reviewed existing research on economic growth strategies used in other states to understand developing trends and promising strategies in industry sectors of interest to the Meadowlands region.

In 2005, the Heldrich Center conducted research on state efforts to engage community colleges as cornerstones of their comprehensive economic development strategies. Recognizing the unique and substantial role community colleges can play in meeting companies’ workforce needs, the study examined states’ efforts to use community colleges as key resources for attracting, maintaining, and supporting key employers in their states. Ten states were selected for in-depth examination based on recommendations from national economic and workforce development experts and a review of the research literature. The study included interviews with senior state and local community college and economic development professionals and reviews of state websites and scholarly studies. The study report summarized the efforts of these states to deploy community colleges in support of state economic development priorities.

In 2010, the Heldrich Center, in collaboration with the National Governors Association (NGA), conducted a study of state policies that promote the alignment of higher education with workforce and economic development needs. The study report concluded that community colleges, four-year institutions, and research universities can make a more significant contribution to future economic growth by bringing their educational programs more closely in line with fast-changing market demand. State governments control nearly two-thirds of all higher education funding in the United States, and policymakers, employers, and educators increasingly recognize that the nation’s economic development goals cannot be achieved if postsecondary programs are not more closely aligned with the knowledge and skills necessary for the 21st Century economy. The study report highlighted innovative practices in Minnesota, North Carolina, Ohio, and Washington. The study found that a growing number of governors, higher education institutions and systems, and business leaders are working together to ensure that colleges and universities align their programs with the real-world needs of students seeking employment in a global, knowledge-based economy.
