The Heldrich Center completed a series of evaluations of the New Jersey Customized Training program, which provides financial assistance to companies and groups of companies to help them to provide training to employed workers. The center’s evaluations used a telephone survey of companies receiving a grant, a telephone survey of individuals receiving training funded by a grant, and extensive in-depth site visits to determine the effect of the Customized Training program on individual companies and their employees. The site visits included structured interviews with senior staff of each company, human resources staff, and frontline supervisors as well as focus groups and interviews with employees who received training.

The Heldrich Center conducted a five-year project to evaluate the effect of programs intended to increase parental involvement in New Jersey’s low-income schools. The research team employed a diverse array of methodologies, including site visits to study school districts, analysis of program data, telephone surveys of parents, and surveys of district and school personnel, to determine how well the programs have improved parental involvement as well as how the programs might be strengthened. In addition, Heldrich Center researchers used a quasi-experimental design to estimate the effect of the EPIC Ready, Set, Read curriculum on parental involvement and student academic achievement.

The Heldrich Center contracted with the New Jersey Department of Education to conduct a process evaluation of the department Personalized Student Learning Plan (PSLP) pilot program. The evaluation, using a variety of methodologies, was designed to assess the implementation of PSLP plans in the 16 (middle and high) school pilot sites, collect objective performance measures and perceptual outcomes, and identify promising practices that can be used to inform the possible expansion of PSLPs in other schools throughout New Jersey.

In 2014, the Heldrich Center conducted research that explored a range of issues related to skills training and education for older workers, including the challenges older workers face when deciding whether to enroll in education and training programs, and, if so, how to choose a program and pay for it. The report examined the vast array of education and training options at postsecondary institutions, employers, and community-based organizations, and the resources available to help older workers make informed selections. It reviewed education and training financing options that may be available to older workers. Emerging trends in education and training that may benefit older workers were also highlighted. Based on the research findings, the Heldrich Center proposed policy recommendations for increasing the efficiency and effectiveness of these training and education programs and strategies.

Between 2003 and 2006, the Heldrich Center provided evaluation assistance to the New Jersey Department of Labor and Workforce Development as part of the Project Access program. This program, funded through a federal Workforce Incentive Grant, sought to address the multiple barriers to training and employment among persons with disabilities by implementing three approaches: (1) enhanced staff training and staff development at One-Stop Career Centers; (2) providing assistive technology and enhanced accessibility assessment; and (3) pilot projects in selected New Jersey One-Stops pertaining to outreach, marketing, and/or various employment strategies.

Since 2000, the Heldrich Center has been working with the New Jersey Department of Labor and Workforce Development (NJLWD) and the New Jersey Department of Education (NJDOE) to provide performance information about publicly funded education and training provided by public and private education and training providers located in New Jersey. The Heldrich Center performs a calculation and analysis of training provider performance data in order to assess and prepare this information for display on the online New Jersey Consumer Report Card System (www.njtrainingsystems.org). The Heldrich Center uses state administrative data from NJLWD and NJDOE on program completers/exiters and matches them against New Jersey Unemployment Insurance wage information and Wage Record Interchange System information to calculate performance levels at three levels: the provider level, the cluster level, and the CIP code level. These performance measures include employment outcomes for all individuals with valid social security numbers received by the Heldrich Center from state data files, including exiters from county vocational schools and county colleges.

This project examined the STEM “pipeline” from high school through mid-career. Using multiple longitudinal datasets and cross-sectional data, as well as educational data (tests, surveys), the study examined changes in supply of STEM students and demand for STEM workers since the 1970s. The study generated several key findings. U.S. schools at both secondary and postsecondary levels are producing a supply of STEM students that meet and probably exceed demand. Tests, such as PISA, TIMSS, and NAEP, show U.S. students improving their math, science, and overall academic performance over the past four decades; that is, year-over-year performance that shows steady and significant improvement in all subjects and, importantly, the amount of math and science course taking. Examining student cohorts beginning in the 1970s to 2000, the study found that the overall flow of students with math- and science-related skills who are choosing and staying in those fields has remained strong. However, high-achieving students appear to be choosing careers other than STEM because they seemed to regard math- and science-focused careers as less attractive than other options, such as business, health care, and law. The study pointed to a few needs in STEM education: the need for targeted education policy to focus on the populations in the lower portion of the performance distribution, the need to better understand why the “demand side” fails to attract more graduates into the science and engineering workforce, and the need to balance public and private investment between domestic development of the science and engineering workforce supply and global collaboration as a longer-term goal.

The Heldrich Center conducted several Work Trends surveys of recent high school and college graduates to gain insights into how they fared in the workforce, specifically those who graduated before, during, and in the wake of the Great Recession. In Chasing the American Dream, one in two college graduates were employed full time and 26% were working part time. One in five attended graduate or professional school and 12% were unemployed or underemployed. Unfulfilled Expectations showed that while satisfied with their decision to complete a four-year degree, a large percentage of survey respondents reported that they were struggling to find full-time, permanent jobs with benefits that would lead to fulfilling careers. Left Out explored high school graduates’ experience with job searches, job satisfaction, how well they felt prepared to enter the labor market or attend college, and their perspective on their own financial futures. Only 3 in 10 high school graduates were employed full time and the majority viewed their first job as just something to get them started rather than the first step on a career pathway. In Making the Grade, Americans expressed their views on how well schools, colleges, and universities were performing, what changes would improve education, and who is responsible for ensuring students learn the skills they need to work. There was deep concern at the time of the survey about the preparation of young Americans for the workforce, despite two decades of education reform initiatives.
