From 1998 to 2000, the Heldrich Center performed two process evaluations of the newly established literacy labs in New Jersey’s One-Stop Career Centers, to inform the implementation and expansion of the effort. The Literacy Labs, which rely heavily on computer-based learning tools, are the state’s main effort to provide basic skills, literacy, and English-as-a-Second-Language training to individuals in One-Stop Career Centers. The evaluations used interviews with program staff and stakeholders as well as focus groups with participants. The center also analyzed participants’ pre- and post-participation test scores and participants’ employment experiences prior to and after participating in the program.

The Heldrich Center conducted an evaluation of a federally funded Workforce Innovations Grant awarded to the Newark Workforce Investment Board to enhance accountability and performance management in its workforce system in order to improve employment outcomes for Newark job seekers. From 2013 to 2015, the Heldrich Center conducted an evaluation of three components of the state’s workforce system; these included: (1) a comprehensive review and program evaluation of the state’s federally financed One-Stop Career Center (American Job Center) system; (2) a program evaluation of the Workforce Development Partnership (WDP) program, a state-funded customized training program for unemployed workers; and (3) a program evaluation of the state’s Parolee Enrollment Placement Program (PEPP). The center used qualitative and quantitative research methods to evaluate the various components, including an analysis of administrative and performance data, site visits, structured interviews, and focus groups with staff and job seekers. The methods used helped to provide a profile of One-Stop services, outcomes, and customers, as well as offer an overview of services, outcomes and customers of the WDP and PEPP programs. The center also conducted online and direct mail surveys of One-Stop staff and customers to assess general levels of satisfaction with center operations as well as customer service. Finally, the center conducted a quasi-experimental evaluation of the state’s training services resulting in an analysis of outcomes of participants receiving Individual Training Accounts in the state’s (former) Workforce Investment Act program as well as its state funded WDP program.

The Heldrich Center worked with the Council on Adult and Experiential Learning (CAEL) on research that discussed the challenges facing older workers in accessing services under the public workforce system. A research brief, included in CAEL’s final report to the U.S. Department of Labor, was a culmination of CAEL’s role in providing technical assistance to the U.S. Department of Labor’s Aging Worker Initiative pilot sites. The Heldrich Center’s brief reflected on labor market challenges faced by older job seekers, the challenges older and midcareer job seekers faced in keeping their skills current, and recommendations for how the public workforce system might be re-imagined in light of rising skill needs and budget constraints. The paper was presented at the “Tapping Mature Talent: Policies for a 21st Century Workforce” conference hosted by CAEL and the National Governors Association in May 2012.

In 2014-2015, the Heldrich Center worked with the Community College Research Center at Teachers College, Columbia University on a study of the effectiveness of One-Stop Career Centers co-located on community college campuses in North Carolina. Because the co-located One-Stop Career Centers had been established relatively recently and not all community colleges have them, some students have had greater exposure to the program for reasons exogenous to their own characteristics and choices. The study estimated the impact of One-Stop co-location on students’ choice of educational program, persistence, and employment outcomes.
