The John J. Heldrich Center managed the New Start Career Network from 2015 through 2022, which provided free assistance to more than 6,000 long-term unemployed New Jersey job seekers over the age of 45. This privately funded program offered free access to digital job search tools, webinars, employer engagement, job fairs, and virtual career coaching.

Additionally, from 2020 through 2023, the Heldrich Center partnered with the New Jersey Department of Labor and Workforce Development and New Jersey Office of Innovation to host the New Jersey Career Network (NJCN) Job Seeker Community, which served to improve virtual career assistance services for job seekers in the state of New Jersey. The NJCN Job Seeker Community was a free online resource hub which offered materials to support the job search for people searching for work in the state of New Jersey. Aside from having access to free resource materials, this virtual hub also allowed job seekers to connect with other people who were looking for jobs as well as with NJCN’s volunteer coaching network. The NJCN Job Seeker Community was staffed by Heldrich Center staff as well a dedicated group of volunteer career coaches who generously offered their time, support, listening ears, and much more, to Community members.

While both of these projects have sunsetted, respective community members continue to remain active through a volunteer-managed LinkedIn group.*

The Heldrich Center is conducting research on the implications of displacement for older workers, whether caused by shifts in technology, automation, offshoring, climate change, less stable work arrangements, wage stagnation, income inequality, or other catalysts. The research looks to review the current — and inadequate — landscape for worker adjustment transition assistance in the United States. It also seeks to explore what the United States can learn from other countries, as well as from promising state, local, nonprofit, or private-sector initiatives. Based on the research findings, the Heldrich Center will offer a set of policy recommendations that may relate to education and training, unemployment insurance and income support, portable benefits, early intervention, and layoff aversion to help older American workers cope with and prepare for future dislocations.

Tied to the Heldrich Center’s work for the U.S. Department of Labor’s Office of Disability Employment Policy, the Heldrich Center conducted research in 2012-2013 on current practices on serving older workers at community colleges. The study included an in-depth examination of initiatives and programs of particular relevance to older workers at community colleges: those that serve dislocated workers and those that serve students with disabilities. From 2008 to 2010, the Heldrich Center prepared several briefs for the Sloan Center on Aging and Work at Boston College exploring older worker unemployment. The first brief, Older and Out of Work: Trends in Older Worker Displacement (September 2008), explored the impact and scope of unemployment and worker dislocation on older Americans, in particular those who need to work for economic reasons. The second brief, Older and Out of Work: Employer, Government and Nonprofit Assistance (October 2008), examined employer, federal, state, and community-based strategies targeted to helping older job seekers gain new skills and return to work. The third brief, The “New Unemployables”: Older Job Seekers Struggle to Find Work During the Great Recession (November 2010), compared the job search, financial, and emotional experiences of older and younger unemployed job seekers.

In 2014, the Heldrich Center conducted research that explored a range of issues related to skills training and education for older workers, including the challenges older workers face when deciding whether to enroll in education and training programs, and, if so, how to choose a program and pay for it. The report examined the vast array of education and training options at postsecondary institutions, employers, and community-based organizations, and the resources available to help older workers make informed selections. It reviewed education and training financing options that may be available to older workers. Emerging trends in education and training that may benefit older workers were also highlighted. Based on the research findings, the Heldrich Center proposed policy recommendations for increasing the efficiency and effectiveness of these training and education programs and strategies.
