Since 2010, the Heldrich Center has served as the primary evaluator for the Kessler Foundation, performing regular evaluations of the foundation’s Signature Employment Grant Program grantees located across the United States. The center is using tested evaluation approaches to provide feedback to the Kessler Foundation on the effectiveness of the grant programs in meeting their stated goals and to provide feedback to grantees about the best ways to establish and manage their programs in order to maximize the probability that people with disabilities will be employed upon program completion. The Heldrich Center has completed program evaluations of 31 grantees since 2010 and is currently evaluating 8 grantees.

In 2006, the Heldrich Center worked with the New Jersey Chamber of Commerce and the State of New Jersey to establish a Business Leadership Network (BLN) in New Jersey. A BLN is a business-led and business-driven organization that assists employers with recruitment and retention of people with disabilities. In September 2006, the Heldrich Center organized a core group of interested employers to establish a permanent BLN within the state. The Kessler Foundation subsequently awarded grant funding to the New Jersey Chamber of Commerce to staff and operate the BLN in 2007 and beyond.

Between 2003 and 2006, the Heldrich Center provided evaluation assistance to the New Jersey Department of Labor and Workforce Development as part of the Project Access program. This program, funded through a federal Workforce Incentive Grant, sought to address the multiple barriers to training and employment among persons with disabilities by implementing three approaches: (1) enhanced staff training and staff development at One-Stop Career Centers; (2) providing assistive technology and enhanced accessibility assessment; and (3) pilot projects in selected New Jersey One-Stops pertaining to outreach, marketing, and/or various employment strategies.

In 2010, under its work for the U.S. Department of Labor’s Office of Disability Policy and the NTAR Leadership Center, the Heldrich Center conducted research to explore issues related to long-term unemployment and dislocated workers with disabilities, including whether people with disabilities who had lost their jobs were seeking services from the public workforce system. Among the research questions were how the population of unemployed workers served by One-Stop Career Centers appeared to have changed from the perspective of frontline staff; to what extent vocational rehabilitation counselors and others knowledgeable about serving people with disabilities are involved in reemployment and Rapid Response efforts; and what targeted strategies, if any, state and local governments are using to provide reemployment assistance to dislocated workers with self-reported disabilities.
