As the public workforce system continues to redefine and refine remote service delivery, many local workforce areas are converting their traditional in-person workshop content on job search skills into recorded PowerPoints they post to the Internet. For many job seekers, this can be overwhelming, providing them with too much information to absorb at a time when they are already stressed by information overload. Microlearning — a strategy that breaks longer content into smaller, hyper-focused lessons — offers an alternative approach that staff can use to deliver job search skill development programming.

A new blog post by Amanda Bombino and Liana Volpe examines the concept and benefits of microlearning. It also provides detailed descriptions of two microlearning strategies — audiovisual media-based microlearning and interactive microlearning — and the technology tools that support microlearning strategy development and delivery. Readers should note that the Heldrich Center is not endorsing any of the proprietary products mentioned in the blog post.

In September 2019, New Jersey became an inaugural grantee of Data for the American Dream (D4AD), an initiative to “support innovative projects aimed at expanding access to education and career information to help students and job seekers — especially low-income, lower-skilled, underemployed, and unemployed Americans — make better career decisions in a challenging economy.” The Heldrich Center is partnering with the New Jersey Department of Labor and Workforce Development, other state agencies, and organizations from the nonprofit sector, private sector, and academia over an 18-month period to build an interactive website containing smart disclosure tools designed to help job seekers make informed decisions about training. This website will target customers of the state’s human services programs and other disadvantaged populations. The newly available data will assist job seekers in obtaining information about their desired employment and earnings outcomes, and help employers find better-qualified employees.

The Heldrich Center is conducting research on the implications of displacement for older workers, whether caused by shifts in technology, automation, offshoring, climate change, less stable work arrangements, wage stagnation, income inequality, or other catalysts. The research looks to review the current — and inadequate — landscape for worker adjustment transition assistance in the United States. It also seeks to explore what the United States can learn from other countries, as well as from promising state, local, nonprofit, or private-sector initiatives. Based on the research findings, the Heldrich Center will offer a set of policy recommendations that may relate to education and training, unemployment insurance and income support, portable benefits, early intervention, and layoff aversion to help older American workers cope with and prepare for future dislocations.

In 2000, the Heldrich Center completed a quasi-experimental evaluation that used Unemployment Insurance wage records to measure the employment experiences of dislocated workers who received a training grant from the State of New Jersey. These outcomes were compared to the experiences of similar group of dislocated workers who did not receive training. The outcome analysis was supplemented by a telephone survey of individuals receiving an Individual Training grant to determine their perceptions of the effect of the training.

From 2008 to 2010, the Heldrich Center prepared several briefs for the Sloan Center on Aging and Work at Boston College exploring older worker unemployment. The first brief, Older and Out of Work: Trends in Older Worker Displacement (September 2008), explored the impact and scope of unemployment and worker dislocation on older Americans, in particular those who need to work for economic reasons. The second brief, Older and Out of Work: Employer, Government and Nonprofit Assistance (October 2008), examined employer, federal, state, and community-based strategies targeted to helping older job seekers gain new skills and return to work. More than 4 in 10 of New Jersey’s unemployed job seekers — over 125,000 individuals — have been jobless for more than six months, giving New Jersey one of the highest rates of long-term unemployment in the nation. Three-quarters of these individuals have been unemployed over a year, and half of them are over the age of 45. The public workforce system provides few services targeted specifically to the needs of older, long-term unemployed job seekers. Additionally, reliable, unbiased information for job seekers can be hard to find. Many employers are reluctant to hire these individuals, even when job seekers have the requisite skills and experiences.

In 2015, the Heldrich Center launched the New Start Career Network, an initiative to assist New Jersey’s long-term unemployed to reenter the workforce. Led by the Heldrich Center in collaboration with over 25 organizations, including private-sector employers, government agencies, nonprofit organizations, and a network of volunteer career coaches. The New Start Career Network provided — free of charge — job search, résumé, and interviewing tools; job coaching; and training opportunities with employers. New Jerseyans age 45 and older who have been unemployed longer than six months are eligible to join the network.

In 2004, the Heldrich Center produced an in-depth study that described the impact of job loss and offered a series of recommendations for workers, employers, and policymakers for dealing with the consequences of job loss. A variety of research methodologies were used to prepare the report. The center conducted eight focus groups with dislocated workers in both urban and rural regions, and conducted structured interviews with human resources executives, outplacement executives, and state workforce administrators and Rapid Response practitioners. In addition, the center conducted a telephone survey of dislocated workers to identify the types of services they received and the types of agencies they used. The report also drew upon findings of two national Work Trends surveys that probed workers’ and employers’ experiences with downsizing and layoffs.
