At this unique moment, technology may be able to assist with customer-facing job duties in ways that workforce professionals have not considered or needed prior to the pandemic, which forced extensive operational changes at the local level.</p> <p>One area where frontline staff may want to seek alternatives is using online scheduling services to more efficiently arrange customer appointments. Online scheduling services can eliminate much of the time-consuming back and forth via phone or email when trying to make and/or change customer appointments. This frees up staff time to focus on more customer-facing, value-added tasks.</p> <p>Online appointment scheduling services are technology tools that allow customers to schedule, reschedule, and cancel appointments through a web interface, without the need for staff assistance or involvement. If applied in the public workforce system, scheduling services could allow customers to schedule appointments with their career counselors in real time, with most of these technologies offering 24/7 web access via a computer or mobile device. The research looks to review the current — and inadequate — landscape for worker adjustment transition assistance in the United States. It also seeks to explore what the United States can learn from other countries, as well as from promising state, local, nonprofit, or private-sector initiatives. The center used qualitative and quantitative research methods to evaluate the various components, including an analysis of administrative and performance data, site visits, structured interviews, and focus groups with staff and job seekers. The methods used helped to provide a profile of One-Stop services, outcomes, and customers, as well as offer an overview of services, outcomes and customers of the WDP and PEPP programs. The center also conducted online and direct mail surveys of One-Stop staff and customers to assess general levels of satisfaction with center operations as well as customer service. With assistance from the national not-for-profit Ability Beyond, Inc., PepsiCo implemented the ACT initiative in eight pilot sites across the nation, with specific components of the model replicated at each site. These components were designed to improve the application, screening, ranking, interviewing, hiring, and onboarding processes as well as retention at PepsiCo. Similar to the center’s evaluations of the Kessler Foundation’s Signature Employment Grants, researchers used tested evaluation approaches to provide feedback to the Kessler Foundation on the effectiveness of the grant programs in meeting their stated goals and to provide feedback to grantees about the best ways to establish and manage their programs in order to maximize the probability that people with disabilities will be employed upon program completion. This six-month study provided recommendations and a plan of action to strengthen the employment and training components of WFNJ. In order to receive cash assistance, most recipients in the WFNJ program, including those receiving benefits through the Supplemental Nutritional Assistance Program (SNAP), must fulfill a certain amount of “work activity” hours (e.g., job search and readiness classes, on-the-job training, postsecondary education and training, and/or private-sector employment). The study examined the employment and training components through a comprehensive deep dive: into multiple aspects of the program and includes a diverse mix of stakeholder viewpoints and voices. Researchers conducted the following: five focus groups with welfare recipients; phone interviews with employers providing on-the-job training from different industries and regions; two external stakeholder advisory group meetings with employers, county and municipal welfare directors, workforce development board directors, One-Stop Career Center operators and managers, nonprofit leaders, and others; and an online survey of local and county service providers. A map of welfare recipient flow and services was compiled alongside an overview of programmatic data points and budgetary material. To complement this study of WFNJ, a national literature review was included to highlight best practices and innovative strategies. The NTAR Leadership Center's mission was to increase the employment and economic independence of adults with disabilities by promoting engaged and sustained leadership and partnerships within and among states. Key strategies and initiatives undertaken by the NTAR Leadership Center included:</p> <ul> <li><strong>Knowledge Development and Dissemination.</strong> The NTAR Leadership Center conducted research driven by the needs of policymakers and practitioners, including topical issue briefs and special topical studies of promising and evidence-based workforce practices and strategies to move adults with disabilities into employment. In 2010, NTAR refocused its research on the disability implications of an aging workforce. This research effort looked to identify actions that could be undertaken to increase the employment of mature workers with disabilities, including what is currently known about the impact of increasing incidences of disability in the labor supply on the policies and practices of the U.S. public workforce system, on the role of the medical professional in the work disability process, and the role that community colleges play in getting aging workers back into the labor market.</li> <li><strong>Technical Assistance to State and Local Policymakers.</strong> The NTAR Leadership Center facilitated information exchange, continuous learning, and the sharing of promising practices and strategies to state and local policymakers interested in putting these practices to work. NTAR offered a range of technical assistance services such as free topical teleconferences and webinars. Beginning in 2010, the NTAR Leadership Center targeted its technical assistance services on supporting and initiating stronger and more robust universal design strategies for the public workforce development system, specifically the public One-Stop Career Center system. Through its partner, the Institute for Community Inclusion at the University of Massachusetts, NTAR worked with a select group of states to create models of physical and programmatic universal design and access within the workforce system and then look to develop and disseminate technical assistance materials and activities nationally.</li> <li><strong>Knowledge Exchange.</strong> The NTAR Leadership Center website and social media (Twitter, LinkedIn, Facebook) served vehicles for knowledge exchange and information sharing, and provided a wide array of users with information, research, and learning tools needed to design policies and partnerships that strengthen state and local leadership efforts to improve the employment and economic self-sufficiency of people with disabilities.
