She is responsible for the center's work on secondary career and technical education, education and career awareness, sectoral labor market analysis, healthcare sector employment, and the public workforce development system.  Harrington is also responsible for developing and managing the center's postsecondary career education and information initiatives and sector-based labor market analyses, including healthcare, childcare, and climate-related initiatives. She has extensive knowledge of workforce development policy, sectoral demand analysis, qualitative program and policy evaluation, work-based welfare policies, school-to-work, disability employment, and the public workforce development and education systems. In addition, Harrington oversees the center’s evaluations of public workforce programs. In spite of this policy shift toward Employment First, the mainstream labor force participation rate for individuals with intellectual and developmental disabilities in New Jersey has not significantly increased and continues to lag behind national trends. To address this issue, in March 2021, the New Jersey Council on Developmental Disabilities contracted with the Heldrich Center for Workforce Development to evaluate New Jersey’s Employment First policies and practices, and to develop recommendations and an advocacy plan to increase meaningful competitive employment for people with intellectual and developmental disabilities in New Jersey. The EmployMe! program provided training to individuals with disabilities to help them obtain information technology jobs. The center’s evaluation featured a quasi-experimental design that compared the employment outcomes of participants with those of similar individuals who did not participate in the program. This model, established as part of the Improving Employment Outcomes for People with Brain Injuries program, was evaluated by Heldrich Center researchers to inform the development of three additional project partner collaboratives. MHANJ implemented supported employment supplemented by a support network of peer counselors who worked with people with serious and persistent mental illness to help them return to work. With assistance from the national not-for-profit Ability Beyond, Inc., PepsiCo implemented the ACT initiative in eight pilot sites across the nation, with specific components of the model replicated at each site. These components were designed to improve the application, screening, ranking, interviewing, hiring, and onboarding processes as well as retention at PepsiCo. The center is using tested evaluation approaches to provide feedback to the Kessler Foundation on the effectiveness of the grant programs in meeting their stated goals and to provide feedback to grantees about the best ways to establish and manage their programs in order to maximize the probability that people with disabilities will be employed upon program completion.
