From 2006 to 2007, the Heldrich Center worked with the Meadowlands New Jersey Chamber of Commerce to produce a profile of the economic landscape of the Meadowlands region based on an analysis of currently available data and interviews with key stakeholders. The Heldrich Center identified key trends in the regional economy and key industries that drive the region’s economy. The Heldrich Center also profiled the characteristics of the regional workforce and identified the region’s key education and training resources.

From 2007 to 2008, the Heldrich Center again worked with the Meadowlands region to perform research and analysis that supported the New Jersey Meadowlands Commission and the Meadowlands Regional Chamber in their efforts to develop economic growth strategies for the region. The Heldrich Center identified an economic profile for the region and provided research on trends affecting key industry sectors. The Heldrich Center analyzed existing employment and training data, conducted interviews and focus groups with employers, and reviewed existing research on economic growth strategies used in other states to understand developing trends and promising strategies in industry sectors of interest to the Meadowlands region.

From 2006 to 2007, the Heldrich Center worked with leading companies within New Jersey's energy sector to respond to the critical skill and knowledge gaps facing the industry. The project involved: (1) identifying the priority workforce needs of New Jersey’s energy sector based on input from the project’s Industry Advisory Group and a review of currently available research, (2) identifying existing education and workforce programs and strategies already preparing individuals for occupations within the gas and electric utilities sector, (3) developing recommendations for specific strategies for meeting the workforce needs of the industry, and (4) facilitating the development of business-education partnerships to implement energy sector-related training programs. The project resulted in a strategic plan and the implementation of new education and training programs specifically for high-demand jobs within the state’s energy industry.

From 2007 to 2008, the Heldrich Center worked with Union County, New Jersey government and the Union County Workforce Investment Board to produce a profile of the economic landscape of Union County based on an analysis of currently available data and interviews with key stakeholders. The Heldrich Center identified key trends in the local economy and key industries that drive the local and regional economy. The Heldrich Center also profiled the characteristics of the county workforce and identified the county's key education and training resources. The project resulted in a PowerPoint deck with text, charts, graphs, and maps in 2008. As a follow-up to the initial analysis, the Heldrich Center completed an updated analysis for the 2006-2012 period, profiled promising practices in involving workforce agencies in sector strategies, and made detailed recommendations about how the county can align its workforce efforts with economic development goals at the local and state levels.

From 2002 to 2008, the Heldrich Center worked with the State of New Jersey to conduct extensive research to determine the skill and workforce needs of key current and emerging industries for the state. This research effort, led by the New Jersey State Employment and Training Commission, the New Jersey Department of Labor and Workforce Development, and the New Jersey Department of Education, provided information to the state’s educational institutions, Workforce Investment Boards, students, and job seekers on the skill and educational requirements of key industries and occupations.

In 2002, the Heldrich Center was commissioned by the State of New Jersey to launch an initiative to inform policymakers, career counselors, educators, and employers about the skills that New Jersey employers expect to be in demand. The first phase of the project (conducted during the period 2002-2004) resulted in a summary report as well as nine individual reports that analyzed 73 key jobs in eight growth industries as well as an emerging skills report. The industries profiled were:

Transportation and Logistics
Utilities

The second phase of the project (conducted during the period 2004 to 2006) resulted in three individual reports in the following areas, as well as an emerging skills report:

In the final phase of the project (conducted between 2006 and 2008), the center focused on several industries highlighted in the state’s Economic Growth Strategy, as well as on several emerging areas of work, including:

Also, as part of the final phase, the Heldrich Center updated previously completed research on the workforce and skill needs of the construction and hospitality industries. Finally, the Heldrich Center also offered technical assistance to New Jersey-based Workforce Investment Boards and One-Stop Career Centers in the use of industry workforce data and information.

The NTAR Leadership Center, housed at the Heldrich Center and in operation from September 2007 to June 2013, was a collaboration of partners with expertise in workforce development, disability and employment, economic development, financial education and benefits planning, and leadership development. The NTAR Leadership Center's mission was to increase the employment and economic independence of adults with disabilities by promoting engaged and sustained leadership and partnerships within and among states. Key strategies and initiatives undertaken by the NTAR Leadership Center included:

Knowledge Development and Dissemination. The NTAR Leadership Center conducted research driven by the needs of policymakers and practitioners, including topical issue briefs and special topical studies of promising and evidence-based workforce practices and strategies to move adults with disabilities into employment. In 2010, NTAR refocused its research on the disability implications of an aging workforce. This research effort looked to identify actions that could be undertaken to increase the employment of mature workers with disabilities, including what is currently known about the impact of increasing incidences of disability in the labor supply on the policies and practices of the U.S. public workforce system, on the role of the medical professional in the work disability process, and the role that community colleges play in getting aging workers back into the labor market.
Technical Assistance to State and Local Policymakers. The NTAR Leadership Center facilitated information exchange, continuous learning, and the sharing of promising practices and strategies to state and local policymakers interested in putting these practices to work. NTAR offered a range of technical assistance services such as free topical teleconferences and webinars. Beginning in 2010, the NTAR Leadership Center targeted its technical assistance services on supporting and initiating stronger and more robust universal design strategies for the public workforce development system, specifically the public One-Stop Career Center system. Through its partner, the Institute for Community Inclusion at the University of Massachusetts, NTAR worked with a select group of states to create models of physical and programmatic universal design and access within the workforce system and then look to develop and disseminate technical assistance materials and activities nationally.
Knowledge Exchange. The NTAR Leadership Center website and social media (Twitter, LinkedIn, Facebook) served vehicles for knowledge exchange and information sharing, and provided a wide array of users with information, research, and learning tools needed to design policies and partnerships that strengthen state and local leadership efforts to improve the employment and economic self-sufficiency of people with disabilities. All publications are now archived and available on the Heldrich Center website.
