The John J. Heldrich Center managed the New Start Career Network from 2015 through 2022, which provided free assistance to more than 6,000 long-term unemployed New Jersey job seekers over the age of 45. This privately funded program offered free access to digital job search tools, webinars, employer engagement, job fairs, and virtual career coaching.

Additionally, from 2020 through 2023, the Heldrich Center partnered with the New Jersey Department of Labor and Workforce Development and New Jersey Office of Innovation to host the New Jersey Career Network (NJCN) Job Seeker Community, which served to improve virtual career assistance services for job seekers in the state of New Jersey. The NJCN Job Seeker Community was a free online resource hub which offered materials to support the job search for people searching for work in the state of New Jersey. Aside from having access to free resource materials, this virtual hub also allowed job seekers to connect with other people who were looking for jobs as well as with NJCN’s volunteer coaching network. The NJCN Job Seeker Community was staffed by Heldrich Center staff as well a dedicated group of volunteer career coaches who generously offered their time, support, listening ears, and much more, to Community members.

While both of these projects have sunsetted, respective community members continue to remain active through a volunteer-managed LinkedIn group.*

In this project, the State of New Jersey Office of Management and Budget commissioned the Heldrich Center to build on the findings of a 1999 Rutgers University study by exploring ways to improve the efficiency of New Jersey’s 9-1-1 system while maximizing the use of available funding. The central goal of this study was to determine whether a consolidation of Public Safety Answering Points and Public Safety Dispatch Points could reduce costs while maintaining and/or improving the level of service.

From 1998 to 2001, the Heldrich Center served as a primary evaluator for the Lucent Technologies Foundation, performing regular evaluations of the foundation’s three primary youth and education grant programs. These programs included an ongoing summer program for high school students in Newark, New Jersey; a grant program that provided funding to a wide variety of youth education and development programs in New Jersey; and a national grant program that funded multi-cultural awareness programs for high school students. Working closely with the foundation’s staff, the Heldrich Center developed a common evaluation framework and strategy to provide the foundation with information that it needed to make informed decisions about its grant programs and individual grantees. The strategy included pre- and post-participation surveys for youth, interviews with program staff and stakeholders, and in-depth site visits to selected programs. The in-depth site visits included focus groups with students and interviews with program staff.

The Heldrich Center conducted a five-year project to evaluate the effect of programs intended to increase parental involvement in New Jersey’s low-income schools. The research team employed a diverse array of methodologies, including site visits to study school districts, analysis of program data, telephone surveys of parents, and surveys of district and school personnel, to determine how well the programs have improved parental involvement as well as how the programs might be strengthened. In addition, Heldrich Center researchers used a quasi-experimental design to estimate the effect of the EPIC Ready, Set, Read curriculum on parental involvement and student academic achievement.

From 2007 to 2009, the Heldrich Center conducted an evaluation of the EmployMe! program established by the New Jersey Institute of Technology under a grant from the Kessler Foundation. The EmployMe! program provided training to individuals with disabilities to help them obtain information technology jobs. The center’s evaluation featured a quasi-experimental design that compared the employment outcomes of participants with those of similar individuals who did not participate in the program. The Heldrich Center also used a questionnaire to obtain feedback from individuals participating in the program.

In 2000, the Heldrich Center completed a quasi-experimental evaluation that used Unemployment Insurance wage records to measure the employment experiences of dislocated workers who received a training grant from the State of New Jersey. These outcomes were compared to the experiences of similar group of dislocated workers who did not receive training. The outcome analysis was supplemented by a telephone survey of individuals receiving an Individual Training grant to determine their perceptions of the effect of the training.

From 2006 to 2007, the Heldrich Center conducted an evaluation of a program in Essex County, New Jersey that prepares women and minorities for apprenticeships in the construction trades. The evaluation included both a process evaluation (including structured interviews with stakeholders and program staff and focus groups and questionnaires with participants) and an outcome evaluation. The center used individual-level state administrative Unemployment Insurance wage records and data on basic skill levels to evaluate the effectiveness of the program in preparing students for careers in construction. From 1998 to 2000, the Heldrich Center performed two process evaluations of the newly established literacy labs in New Jersey’s One-Stop Career Centers, to inform the implementation and expansion of the effort. The Literacy Labs, which rely heavily on computer-based learning tools, are the state’s main effort to provide basic skills, literacy, and English-as-a-Second-Language training to individuals in One-Stop Career Centers. The evaluations used interviews with program staff and stakeholders as well as focus groups with participants. The center also analyzed participants’ pre- and post-participation test scores and participants’ employment experiences prior to and after participating in the program.

The Heldrich Center worked closely with Mathematica and the Jacob France Institute at the University of Baltimore to conduct a quasi-experimental evaluation of the effect of participating in a registered apprenticeship program on employment outcomes. Working with New Jersey state administrative data, Heldrich Center researchers used social security numbers of individuals who participated in registered apprenticeship programs in New Jersey and matched them to state administrative Unemployment Insurance wage records to calculate employment rates and average earnings for these individuals for up to 12 quarters before they first participated in a registered apprenticeship, while they participated in it, and for up to 12 quarters after they exited the apprenticeship. Center researchers also used a probabilistic matching technique to create a comparison group of individuals who received other forms of training and used appropriate statistical methods to calculate the differences in earnings between the two groups.
