Workforce education and training programs constitute an annual investment of billions of public and private dollars. Public officials, employers, and job seekers want to ensure that those investments have a positive impact. The Heldrich Center conducts in-depth, independent evaluations of workforce programs and recommends strategies for improving performance and program effectiveness.
The Center’s evaluation team is committed to designing and implementing evaluations that are grounded in an understanding of the program to be evaluated and applies a systematic process to estimate a program’s value and/or identify which of its components contribute to or detract from the program’s value. The Heldrich Center has the expertise and experience necessary to design and implement both quantitative/outcome evaluations and qualitative/process evaluations. Since its founding in 1997, the Heldrich Center has completed over 20 separate evaluations of workforce development and education programs.
